Germany made plans to attack the USA in order to force the US to surrender the islands and territories we had recently seized from the Spanish.

These plans were not kept entirely secret because the Germans wanted to intimidate the US into surrendering the desired territories.
The result was the US was not entirely enamored of Germany going into WW1. And then add the ill fated Zimmerman cable and the die was cast.
You make a fair point. The Kaiser’s Germany was poking the United States with submarine warfare, and with the Zimmerman affair. Nevertheless, the United States did not have to get involved. There was no Pearl Harbor moment that absolutely forced our hand.
However…I will admit that I might be biased in my analysis here, due to my overall disgust with Woodrow Wilson.
