Perhaps the military should in large part be put under state control.

We might have the South Carolina 1st F-16 Squadron, the California 2nd F-35 Squadron, etc. The squadron operational officers would be appointed by the governors.

The officers and enlisted folks would get their checks from their state. Being based in one area would mean spouses could easily hold down a job.

The federal government would provide the overall funding and requirements.

In this way the standing military would be less likely to be used for domestic oppression.
