She's not the stupid one. The stupid ones are the ones who voted for her.
Being caught and serving time is part of the overhead for them. If there is a high chance of being caught and of serving time, their overhead goes up.
She belongs to the streets.
He can’t admit that the lax shoplifting laws are to blame, and doesn’t want to break solidarity with BLM and the Dim state government, so he does an ineffective but showy end run and goes after people fencing stolen goods to pacify the people.
Here in DC, the Dims are up against the same thing. The only supermarket in Anacostia is saying that they can no longer do business there if the theft rates remain astronomical. The local councilman wants to post cops in the store to prevent a food desert from happening, and the mayor is talking about enforcing the law but halting the no bail policies.
