DeSantis is 100% right.
The very LAST thing the already strained emergency responder resources of Florida need is the hoopla and security details surrounding a POTUS visit.
Adding the security layer for the Governor would be double the trouble.

If I’m DeSantis, I’ll tell Biden “I’m busy” but I’ll send somebody from the Cabinet to meet him on my behalf. It’s a way of being respectful while not having to meet Joe Biden.
There’s no indication that Biden would actually go and visit a disaster area afterwards anyways.
The fact that Florida was hit with a Cat 3 hurricane was certainly bad for those in its path, was certainly bad for those in its path, but it’s hardly a world class disaster (and it certainly doesn’t prove Climate Change). DeSantis did the right thing: Ignore Biden’s attempt to burnish his extremely dull(ard) image, and then govern well.
Yet ronnie is playing games. Maybe he still has many in FL fooled, but its obvious he’s init for himself first and foremost to anyone witheyes open.
The official reason is that DeSantis didn't want the over-the-top security circus interfering with rescue ops. There's truth in that. Of course, everyone knows that another part of it was to diss the senile buzzard. Double-plus good.
It all worked out in the end. Biden was escorted by Rick Scott. Biden couldn’t lift his head up, reading from his prepared statement. Meanwhile, Governor DeSantis continued his capable leadership efforts post-Idalia.
