Its tough to remember, but yup.
God says 'Vengeance is Mine'. Prayers, and shining spotlights on the criminals/crimes (and crooked judges) are appropriate measures, ... but beyond that, 'Vengeance is Mine, I WILL repay, sayeth the Lord'
