This may be something else altogether.

If government agents are sued for things done in the course of their employment, DOJ defends them. And covers any judgments against them.

If DOJ doesn’t defend these guys, the Deep State is sending a message.

Not necessarily. These guys are whistleblowers. They have been making statements to the MSM giving their personal opinions.

Without reading the actual suit, it is hard to determine if the suit is against the IRS (USG) or the whistleblowers. Will the IRS blame Congress and the whistleblowers?
