In Kentucky we have a similar problem with Louisville. But the good news is the commercial real estate is drying up and the city is, I believe, shrinking.

The two problem areas of Pennsylvania are Philadelphia County and Allegheny County (Pittsburgh). Erase those two counties, and you have Alabama or Kentucky.
