Yep, middle-class taxpayers take the hit/hurt...govt. employees get a vacation with back pay and the taxpayers get national park/monument shutdowns and federal "out to lunch" customer service. Probably costs more in federal new debt to shut down than stay open (lost government worker "productivity").
