For obvious reasons, China will be more difficult to attack via infiltration. So right now, strategy is more carrot/stick with emphasis on stick (trade and similar). Not hard to do, is definitely possible with today's political climate and lax security.

Now, imagine what they could do, if Taiwan pops the red star cluster, and we become engaged in a politics by other means action with the Chinese.

During the making of the movie, I imagine the script writers couldn’t think of any other way to get them into the country. I suspect they never thought of our government inviting them in and providing them with housing, schooling, health care, and 2200 bucks a month. And, the “get out of jail free” cards for any crime was definitely a “plot too far”.
