Why would they want to overfly Ukraine?
Even Russian strategic air does not overfly Ukraine to conduct ALCM missions with great accuracy.

I’m saying they COULD, not that they should.

And there’s no substitute for deep interdiction in manned aircraft. Especially when distance exceeds 2,000 miles.
