Gee, I wonder what could have happened around 2020 to turn Portland into an open festering sore in less than 3 years?

I have coined it "The Floyd Effect".
We were in Portland for five days in 2018, and we swore that we would never go back. We stayed in a VRBO, which was nice enough, but the neighborhood was so bad that we kept getting up in the night to check if my husband’s new truck was still there.
