Google Maps is not the only source for satellite photos. There are companies that sell much higher resolution imagery and such (for anyone who gives them a nominal amount of money) up to and including privately owned French photorecon satellites that you can rent time on. Google Maps detail is deliberately degraded, but other providers’ imagery isn’t.

Above is one example of what’s available with just a cursory look. There are many legitimate users of such services - for example, a number of organizations are paying Maxar to park a satellite over Ukraine right now.
