A declaration of war engages a lot of laws that abridge civil liberties, and give the government a lot of additional powers. Generally we really don’t want a declaration of war to be made unless absolutely necessary.
It also is for a different purpose than what most people envision. If the U.S. wants to take Baha California, for example, they would need to declare war. If we want to bomb the snot out of the Cartels along the Mexico side of the border, we do not unless we want to keep the ground.
Examples of this go back to the battles with the Barbary Pirates, where we did not declare war when we built a small fleet (which Congress allocated funds for) and counter-struck against them.

Seriously, we are/were extremely expansionist. Our own country is going to Hell, and many are more concerned with perpetuating war thousands of miles away.

The Taliban takeover was augmented by the Biden Administration. Heavily.
They made very sure that the existing Afghanistan military, dysfunctional as it was, had no chance. From suddenly dropping the pay system for the military, to pulling the techs and barring them from assisting with maintaining the high tech support and combat vehicles, to telling the Taliban when we pulled out of an encampment but not telling either the Afghan government or even our allies, to leaving intact weapons depots that the Taliban used to overwhelm even semi-autonomous areas with strong natural defenses which they had never previously been able to defeat.
The capitulation to the Taliban was so complete that it had to be deliberate.
That fleet is there to deter Iran. But, by itself, short of using nukes, it is not enough to “take out” Iran. It could put a good dent in it (Iran) though. The big worry would be a large Iranian missile (they have lots) getting through to the carrier (Ford).

The bigger worry, to me, is what assets Iran has in the US, and what ability it has to strike in the US, over the internet.
