Israel left Gaza because for demographic reasons it did not want Gazans to become Israeli citizens. It can function as an occupying power until a long term solution is negotiated.

The Israelis were trying to be mister nice guy and playing whack-a-mole with terrorists in Gaza. I suspect this time they will kill or capture everyone associated with Hamas and any new regime will be far more controlled than the last one. They may even deport them if they can.
