It’s all talk anyway. They are not organized into any reasonable semblance of a self-rule government. Those who are purportedly “in charge” are corrupt. They don’t seek peace or cooperation except as it suits them. They rely almost entirely on foreign contributions to survive. And as far as Hamas goes they are committed to repression and violence and destruction. Hamas is one government in Gaza and the PA is another government in Ramallah which is barely hanging onto control as it is and is corrupt and lazy.

They haven’t declared independence because they don’t want to. It would mean taking control of their own destiny, their own currency, their own sources of food and water and energy, exports and trade. They don’t want to because that would mean political and social order, good relations with their neighbors, keeping the peace and locking up their own violent radicals instead of paying them for their violent acts, and giving up on the pipedream of destroying Israel. There is no destroying Israel without destroying “Palestine”; and at the moment their is no Palestinian without near total reliance on Israel for money, taxes, energy, water, imports and exports and jobs. So it’s sort of a stuck on stupid thought process.

To sum it up - it's a generational welfare state. Like what you would find in the metro areas of various blue states, on steroids. Stop the idiotic support payments and it should vanish like smoke.
