They pay them to come here, then have to inprocess the terroists, release them, fly them across country (yes they are) and then capture them, administrative/judicial hearsings, reprocess them and deport them (fly them to another country, maybe)?
What's that run? About $100,000 or so, for "shipping and handling?" Job security for a lot of "government employees."
