These “dissent cables” are a sort of whistle blower venue, with quite an interesting history. It’s peculiar that this one is leaked and headlined.
Have her present her evidence formally, and if it’s found to be evidence of war crimes, react accordingly. If her evidence is just a bunch of slanted propoganda and hurt feelings, pull her clearance, fire her for cause, and then prosecute her if she deliberately caused an international incident outside her authority and using false pretenses.
