Or are states supposed to wait for DC to micromanage their economies?

During the Articles of Confederation, each state had their own trade laws and policies, which stifled interstate commerce and the economy suffered. This is why in the constitution, Congress has sole power of regulating commerce.

And Congress retains that power by approving or not approving a State’s agreement/policy with other states and foreign countries.
