since when do state Governors have the power to negotiate trade agreements ?

They don't. This is unconstitutional.

If Florida wants to declare independence and make these deals, fine.

As long as the policies/trade agreements are okayed by Congress, then states can make them. Or are states supposed to wait for DC to micromanage their economies?
