Depends how bad it gets, if turf wars start crossing state lines this may be a serious possibility. I really think it would be more to boost policing efforts temporarily.

The problem with the police is that you have to use the ones you have at the time, there isn’t a large number of additional cops available that you can call up for one-time events, or for a few weeks.
The states find the National Guard to be the temporary force they need for riots and emergencies.
