The pardon power is absolute as I understand it. The Congress cannot change it.
Both of these changes would require constitutional amendments.

Trump is in good mental and physical health and I like what he stands for and so do a lot of other voters. What’s your concern?
Regarding Monica’s opinion, I think more laws to protect voters from themselves is futile.
