Send the county sheriff out to arrest the Arizona Attorney General for election interference.
It may come to that, or a form of succession. The elections are being rigged in the cities, so the other counties should succeed. Phantom voters don't bear arms, and can't force compliance. The 2A is an essential right for a reason.

They received advice from previous AG they had the right to extend the certification for a recount, then the new AG got voted in and is now charging them with a crime. Insane.
