The guy was a nut, and thought his neighbors and their children spying on him for the government. Based on some of his social media posts, possibly schizophrenic. I remember a freeper posting such thoughts a few years back. He also thought the kids were in on it.
My neighbor’s black cat keeps coming around here...obviously spying on me and reporting back to its masters on Uranus...

I can literally show you video of two surveillance kids walking in front of my house, talking about taking part in surveillance.
People don’t’ grasp, US intel rebuilt the East German Stasi in the US. For some reason they think our present intel agencies are like boy scouts, and would never do that, or run the children of the domestic informants as agents, both to train them for adulthood as Stasi informants, and to get an idea of who is who, when they are kids.
