It sounds unconstitutional, but probably isn't. Government power has been permitted much growth by the Supreme Court, especially since the New Deal.

Newsome can use civil rights, or even protecting the mental health of children, as legal justification.

And even if they had a case for overturning this law, retailers wouldn't bother. Cheaper to just create gender neutral sections than to hire expensive attorneys.

Does the law define “gender neutral” or do you have to ask the Cal Politburo what it means? So if I have a toy factory and I am the only manufacturer with “gender neutral” dolls I can charge $5000 for each doll and stores which don’t stock them will be fined? Even if their inventory of dolls is completely stocked? Another reason I’m glad I don’t live there.

A business sells what is profitable. That's the free market. Demanding that a business sell unprofitable items is hard to justify. Things like dolls are art. The government can't compel anyone to make art that doesn't sell.

That's just a legal fig leaf. Since no one wants to buy what he is pushing, it's hard to regulate a market that doesn't exist.

A small mom and pop place might challenge the law with support from the religious or conservatives. The law is an ass. So, it should get challenged.
