You left out the second paragraph of the article:

I wouldn’t say so. The assassinated Dugin’s daughter, and others. Since Ukrainians easily function normally in Russia (Ironically since they all grew up speaking Russian) they are able to conduct hits.
If they murder the Patriarch, can’t imagine that would go well.
