Anonymous tips from burner phones about some “random house” that needs to be swatted should be ignored by all police forces.
If the call is traceable, and if the police can first identify the person making the call, then (perhaps) they can go ahead and swat the “random house”.
And if it is a false alarm, the person identified as the caller should get 10 years in jail.

Just curious: when someone calls in a bomb threat they are always able to track them down. Are they arresting the people who false call the police??
