Under the current DOD organization, (McCain-Feingold Act in the 80’s) the operational command goes from the President, through the SecDef, to the operational commanders. (Centcom, Pacom, Euocom, and others. If the SecDef is unable to function and the President doesn’t know it, I believe it’s a major problem.
