The root is tortoise I believe, meaning a slow mover and hard headed ( like a shell) or stubborn.

"Tortious" is an adjective derived from the word "tort." For example, "tortious conduct" is conduct that constitutes a tort, such as negligence.

Thank you. I have seen tortious in many legal summations, so I am surprised that it was not known.
