Amazing how the headline somehow manages to blame the problem on Trump.

... the 2020 rules put forth by the Trump administration likely promoted greater efficiency in both categories than the proposed repeal. Proving that the Biden admin doesn't give a fat rat's patoot about the climate, environment or energy efficiency.
