Not clear in the article, but if this refers to ICBM sites being targeted, it is hard to see how Russia could avoid launching them.
This is what early warning is for. Your ICBMs are targeted by incoming threats, you have to launch them. How could you not? They are your deterrent.
And it occurs to me that if the article did not mean Russian ICBM sites, but sites of other missiles fired into Ukraine, then there is no great reason for Russia not to base those shorter range missiles with the ICBMs.
