The constitution only says that congressional districts must be contiguous and have approximately the same population. Maryland calls continuous two regions that are connected only by a single road.
If you remember the late representative Cummins , his district was about 60% in government- dependent Baltimore city and 40% far out out in Baltimore county connected by a single road. The people out in the county who were far more conservative had virtually no representation in congress.
It’s nuts; but I was really surprised when I looked up the 2016 election and saw how many in my district (in PG Co.) actually did vote for Trump.
