It actually started with the Clintons.

As an active duty Air Force officer I and my fellow officers watched as the competent war fighters were denied promotions while the refuse of the AF were givens promotions.

When a Major, with a formal Letter of Reprimand in his file, was promoted to LtCol while while others, including one with an Officer of the Year award and time in the Middle East during Desert Storm, were passed over and forced to retire.

We watched almost all the war fighters get pushed out while the detritus were promoted so they would be beholden to the Clintons and the Democrat Party.

The shxt hit the fan under Clinton which started all the HRO crap and sensitivity, sexual harrassment training because of Tailhook in 91 which was nothing more than a party and an upset Lt Paula Coughlin who didn’t get enough attention after she let guys shave her legs... I actually knew her.

I remember that well and all the fall out.
