It is still true, to sue the fed government (or State or Local Govt) you must file an administrative claim first. Federal Tort Claims Act governs claims against the US Govt.

It’s time for some medieval justice in these situations: the invaders to be impaled, along with their enablers, in front of the Capitol and the White House.It is unfortunate that Americans no longer have a taste for actual justice. Done correctly, someone who is impaled will "live" for a week.
