He is jobless because he is nuts. You can tell it by looking. He is one of those that I would find a reason not to hire no matter what anyone else thought. I have torpedoed a few that way in my time. It usually doesn't take much probing into their past. The calls you make that say, "I can verify he worked here. No more." are the most telling. Somebody knows their stories.
