This looks like a real opportunity for Non ESG banks or credit unions to fill the gap. I think that, if you dig, you will find the Federal Reserve and federal banking regulators behind it, and they can arm-twist credit unions too.

While I can see your thought process there, every bank needs
the cooperation of other banks to stay in business. I don’t
think the sort of bank plan you have in mind could fly.
