Trump means what he says, but she is misrepresenting what he says (means). Trump threatened to leave NATO if member nations didn’t start paying their fair share.

Not always.....he said he was gonna investigate her and put her in jail until he was elected....then he said “that sounds good on the campaign trail but we’re not going to do that”.
Some right here on this forum have conveniently forgotten that little fact.
