Three brutes bashed a Manhattan newsstand owner in the head and left him “covered in blood” during an afternoon robbery where they snagged lottery tickets and cash, the vendor said.
The masked men stormed inside Abul Hossain’s Upper East Side newsstand at around 2:30 p.m. and unloaded punches on the unassuming 67-year-old vendor.
“I was eating my lunch when they came in and just started punching me,” Hossain told The Post. “They punched me in the head over and over.
“There was no time to fight back,” he added. “I didn’t say anything to them, I just yelled ‘help, help!’”
The crew snatched up about $3,000 in cash — most of the week’s lottery takings — and rolls of scratch-offs, but Hossain said he hasn’t had the chance to determine just how much they were worth.

No excuse for the beating. But scratch-offs are serialized and if they try to cash any winners, easy to apprehend them. Of course they'll probably then be promptly released to beat and rob again.

I don’t know about NY but the CA lotto tickets have to be scanned in. Trying to cash any of them may be tricky.
But criminals aren’t necessarily smart. Like the guy accused of murdering that woman today - he also stole her cell phone. Police found him by tracking her phone.

I can tell you that the WCLC, Western Lottery Corporation, has about 6 points as to which a ticket must be scanned before they will pay out a prize.
Otherwise when you scan it, it will say, “not a winner” for small prizes. If the ticket is for a large prize, it will say “Please redeem at the WCLC ticket office”.
They then arrest whomever is stupid enough to try and claim the large prize.
Nothing wrong with NYC that constitutional carry and stand your ground can’t fix.

Not as easy as you might think. Lower value winners could be redeemed at any vendor, and even ticket vending machines. What are you going to do, issue a BOLO to all vendors for certain serial numbers? I would imagine they lottery administrators could lock out the winnings on those serials though, but that doesn’t necessary help you catch them without police checking cameras and such after they try to redeem them. Would be worth it though I think considering how heiness and senseless the crime is.

While the National Guard and State Troopers are in the subway chatting away with each other, and talking on their phones, mayhem continues on the streets of New York.
