I think it had more to do with trying to build a coalition. He wanted to try to co-opt the Establishment rather than waging an all out war with them. Considering how entrenched the deep state was at the time, it was probably necessary to take that approach.
That’s a fair assumption. but cleaning up the Deep State is probably next to impossible now. Its reach, resources and influence are simply too entrenched and too vast.
Its called “Deep” for good reason.
