More to the point, the purpose of lawfare is to bankrupt the target with the process.
Government has unlimited taxpayer funds to bring cases against people, but the targets only have their own life savings to defend themselves.
Look at the case of Adm. Mike Flynn. He was bankrupted by the process and was forced to sell his house. It wasn't until James Comey's FBI threatened to investigate Flynn's son that Flynn decided to plead guilty to protect his son from the process.
That's what lawfare does, it essentially invokes the penalty phase of a trial without actually going through the trial and obtaining a verdict.
