Easy case for the courts. Simply ask that Congress (stupidly) gave the Executive Branch so much leeway to regulate ‘harmful pollutants’ did they (Congress) also intend to allow the Executive Branch to outlaw petroleum vehicles?

If not, then kill the mandate and tell Biden to first get a vote from Congress if he wants to take that step.

I fail to note the authority granted Congress to ‘bequeath’ any such authority to begin.

Always start @ STEP 1 (’By what authority’), instead of conceding such via debating+ from STEP 2+
