Usually, a change to the by-laws requires 30 days notice of intention of the meeting and a high percentage of owners. Never buy in an HOA. Boards tend to lean toward individuals with control issues and those desperate for instant popularity.

Don’t know about this state’s laws, but in Florida it takes 75% of owners to change the bylaws. Something is not right if the Board does it. Participation in HOA Board meetings is usually low. People need to be engaged. Every year Board members are elected, if nobody submits their candidacy the same Board members are automatically elected.
