And the IRS is hanging on to my lousy income tax refund for review and indirectly threatened that if I called them about it, it “might” cause the review to be delayed even longer.

I feel pretty confident that if it means “internal controls and records on payments were not properly implemented or observed” then, 100%, to me, it means money is being siphoned off somewhere.
That means Graft and Embezzlement to me.

Hard reBoot of the US goverment is WAY past due. Shut it completely down, erase the spending programs, and start from scratch. We don’t really need Defense anymore, they only work overseas? Border security? Yeah right. SS? Let them eat pizza and hotdogs like the elites do at their private retreats.
Okay, we can’t do that... well until the fall of the DOLLAR, and Central Bank currencies are ready? Then we will be owned, lock stock and barrel. Like we are not already owned.
If they cut off SS, I sit in my house and drink water, boil bags of food until that is shut off, then live out of my van like the homeless or I die.
If the banks are not disbursing funds, jobs will die, people will starve. IDK about anyone else, but beyond 3 months, my survival food will be gone.
All 400+ Million people within our borders will eat each other to survive.
We are in a trap of our own making. We didn’t do this by intent, but we DID DO THIS, by inaction. Vote for conservatives, you will find that they are ONLY in the Republican party. Even conservative R’s, are likely only about 25% of the R’s in positions of power.
And have been since the late '60s, early '70s, when they were created to placate rioting hippies.
It is much much worse than that.
Someone I know in one agency’s Inspector General office said the current crooks in DC banned all on site audits of major Democratic city uses of federal grants.
It is feeding time for the hogs.
