Actually, due to poor guidance and reliability , The Soviets/Russia target population centers, the US has great reliability and accuracy, therefore we target military capability and missile sites.
Our missiles are “old” but due to constant component upgrades and such and while the missiles are “old,” they are “new.”
The EMP you are talking about would be miles in the air. The airbursts I am talking about are akin to the height of Nagasaki and Hiroshima.
No nation would set off a nuke in the atmosphere. It would be suicidal. And the world has come a long way since the EMP novels were written.

Oddly I have no problem with this, though I do loath Clinton. In the past both the USSR and the USA thought they were under attack, due to errors in radar and interpretation of such. We could lose ever land based missile and aircraft deliverable weapon and still destroy any enemy via our boomer subs. One boomer can make any nation non functional. We have many.
