Unfamiliar with PA state constitution. But it could be a separation of powers issue. The judicial branch (or executive branch) interfering in the workings of the legislative branch.

their vote recorded on the roll unless present in the Hall of the House during the roll call vote, except that a
member may provide direction for their vote if the member is in the vicinity of the Hall of the House in the
Capitol Complex attending to the member’s immediate personal need
So a hint for those looking for the "On the Lam" State Senator: He's in the john at the State House.
