Landlords' failure is tenants' gain after 8-year battle in Bay Area city

After months of delays, the battle between landlords and tenants in one Bay Area city has come to an end. A rent control ordinance in the city of Concord went into effect Friday after its opponents failed to get enough signatures to place the issue on the November ballot.

“We are thrilled that the people of Concord have spoken again in favor of people over corporate greed,” Rhea Elina Laughlin, executive director of advocacy group Rising Juntos, said in a statement.

The ordinance reduces the annual percentage by which landlords can raise rent in Concord and bolsters certain eviction protections. The city council voted to approve it in March, but a local property manager spearheaded a referendum to place it on the ballot. The ordinance’s opponents had accused it of “causing slum-ification” and forcing landlords to “provide subsidized housing” during a five-hour public meeting earlier this year, as SFGATE previously reported.

Jo Sciarroni, a real estate broker who led the referendum efforts, wrote on Facebook in March that “Concord doesn't want to be San Francisco or Berkeley and certainly not Worse!!” Neither she nor the East Bay Rental Housing Association, which also came out against the ordinance, responded to a request for comment by publication.

The ordinance’s opponents withdrew their referendum when it failed to get the 7,204 necessary signatures by the Thursday deadline, according to Concord community relations manager Jennifer Ortega.

Concord used to be a nice city in Contra Costa County, which had far higher prestige than Alameda County that borders it to the south. In a few years, the city will start "slumifying" and developers will have less incentives to build new multitenant housing. Homelessness and unaffordable housing and homelessness will actually go up, not down. This is a tried-and-true result wherever the commies try this anti-property owner nonsense. Oh well, mark down Concord as another lost Bay Area city.

BTW, the three cities this article lists as having passed similar ordinances are Oakland, Antioch, and Richmond, three s***holes.

Rhea Elina Laughlin is either an idiot or is a plant who works for the property owners. The owners want rent control because it keeps competition out of the market. Yes, competitor developers will have fewer incentives to build new housing and the captive market will see their situation get worse and worse as they have no competing options.

Ding! Ding! Fascinating case study of this happened in St. Paul and Minneapolis. St. Paul passed strict rent control and Minneapolis didn't. Guess which part of the Twin Cities had terrible housing issues? Check out John Stossel's video on this.

“Private property is a thing of the past.”

Especially rentals.

If you “own” rentals you’re really just managing them for the government.

They tell you whom you can rent to, how much you can charge, who and how and when you can evict someone, what forms to use and what they must say, etc etc.

Actually that’s fairly moderate compared to what they have in Oregon, but as I said you’re just the manager so you better do what the “owner” (the government) tells you to do.

Have you considered doing a 1031 exchange to a different state or a Delaware Statutory Trust?
