Southern California woman defrauded over $150 million from U.S. Postal Service

A San Gabriel Valley woman pleaded guilty to defrauding over $150 million from the U.S. Postal Service.

Lijuan “Angela” Chen, 51, of Walnut, carried out the scheme by using counterfeit postage to ship tens of millions of packages, according to the U.S. Attorney’s Office.

From November 2019 to May 2023, Chen and her accomplice, Chuanhua “Hugh” Hu, 51, owned and operated a package shipping business in the City of Industry.

Anyone who’s ever ordered anything from Temu or Aliexpress probably wonders how they manage to ship from abroad at rock-bottom prices. This may be part of the answer. My guess is the margins were paper-thin, and the savings were mostly passed on to consumers. Maybe the postal service will just send postage due bills to these online retail websites.

If in 4 years they were able to defraud the Post Office of $150 million, then how many others have been doing the same with our incompetent USPS???????

So the fraud was in the money _saved_ from stamps that were duplicates or counterfeits of stamps purchased as USPS-recognized legitimate from online vendors.

Rather than somehow directly bilking the USPS of $150 million, the shippers saved that money otherwise spent on shipping via stamps that were fakes.

...Just naking sure I understand the story.

As many have noted, it is cheaper to mail something from China than from a town a hundred miles away.

This is one of the ways the USA directly subsidizes China.

Yes, instead of paying the USPS for delivering the packages, they counterfeited the “receipt” — the markings on the envelope.

Were the savings passed on to the consumers? I doubt it. It sounds like Chen and Hu were paid for the postage and kept that money.

There was an international treaty from the 1800s whereby nations deliver international mail for each other and this meant China could mail products from China (and presumably other nations) to the US for a very small amount. There shipping cost less than domestic US shipping.

This company may have been set up in response to Trump’s withdrawal from the treaty.

“The shipping labels were fraudulent and frequently included, among other red flags, ‘intelligent barcode data’ recycled from previously mailed packages,” according to court documents. “Intelligent barcode data is used in some postage shipping labels to evidence the payment of required postage for the shipped item.”

If the barcodes didn't flag the theft for four years, they don't sound very "intelligent."

YES! THIS IS DEPLORABLE!!!

J-6er’s took nothing, did nothing and are confined after 4 years of nothing. A political prisoner I visit has been in for almost SIX years for a $40K offense!!!! He has 13 years to go....all because he chose Trump over Hillary.

When I hear these stories, I pray for judges who have handed unjust sentences to so many, knowing they can imprison anyone for times and times again. My American citizen has met Jesus in prison and has a covering for the time he is incarcerated and when he will be free.

I’m sure there are thousands upon thousands of U.S. law school graduates who will be able to justify and defend the actions of these people and would relish the chance to do so. We are so expert in this country at protecting the rights of those who commit criminal acts against us It’s one of those things we do best now.

Just wow. I have to quit reading this stuff. By the way, the government folks know they are hated. I have asked them and they confirm it. Check the levels of security just to pay a ticket or handle a small matter at most government offices of all kinds and you will see it. What is interesting is they DON’T CHANGE THE WAY THEY’RE TREATING PEOPLE OR THEIR STUPID DECISIONS.

I have never bought anything from Temu or Aliexpress and do not ever plan on doing so.

However, my internet browser thinks that Temu is one of my favorite sites. This is probably because I see so many Temu ads with weird things. I just have to click on the ad to find out what the things are.

It was revealed recently that yemu and shien both Chinese companies use slave labor.....that explains why they can sell items for super cheap
