What I want to know is, was the body found in old concrete being dug out or broken up, or was it found in new concrete recently poured?

Sarah I called the newsroom and asked them. All they know is that the home was being renovated and they came accross this body in cement. Kristin, DC freepers, says the community where the home is, is within the Beltway area. I don't know my way around yet.
