We would never use them first, and they don't think like us. They think it can be won, and they think that we don't have the heart for it (by virtue of ideals and principles). If the conditions were right, I think they could destroy us and we would forego retaliation for fear of sealing the fate of the entire world. If they hit us with biologicals today, we would require knowledge of who did it before retaliation.

parts...What would our response be if a bio agent was dispersed onto our population?
