Wow...that was a long time ago!

At this distance in time, it's hard to remember, but from the context it would appear to be a joke about the DemocRATS -- which was all the rage from the 2000 election, where the Democrats complained about a Republican commercial which they claimed subliminally highlighted the ...rats at the end of "Democrats". We all started calling them "Rats" from then on (to this day you see it quite a bit here). So I suspect this was a wry reference to passing a law about not mistreating "rats" as in "DemocRATS".

My best guess, anyway, after three years.

Of all the silly laws, the Kentucky one about not being drunk until you can't hold onto the ground is the least silly.

I am assuming it only applies to pedestrians.

In michigan a guy can not get a perm without being in a dress are skirt an heels. In ohio moms can not perm there own daughter hair. also in ohio moms also have to wear a dress are skirt when getting a perm. moms sister can perm her sister family hair as long as she is in a skirt are a dress

Manhattan Clam Chowder is outlawed in Massachusetts. As far as ol' Yankees are concerned, the only true classic Clam Chowder is always made with cream instead of tomatoes. Why, don't ask. ;-)
