Anyone who has been drinking is sober until s/he "cannot hold onto the ground". Old Irish proverb-an Irishman isn't drunk until he can't keep ahold of the ground.
Illegal for anyone to give lighted cigars to dogs, cats, and other domesticated animals kept as pets.
This is too much. I'm calling my congressman!

Wow...that was a long time ago!
At this distance in time, it's hard to remember, but from the context it would appear to be a joke about the DemocRATS -- which was all the rage from the 2000 election, where the Democrats complained about a Republican commercial which they claimed subliminally highlighted the ...rats at the end of "Democrats". We all started calling them "Rats" from then on (to this day you see it quite a bit here). So I suspect this was a wry reference to passing a law about not mistreating "rats" as in "DemocRATS".
My best guess, anyway, after three years.

In michigan a guy can not get a perm without being in a dress are skirt an heels. In ohio moms can not perm there own daughter hair. also in ohio moms also have to wear a dress are skirt when getting a perm. moms sister can perm her sister family hair as long as she is in a skirt are a dress
