I'm not sure, but it seems that a foriegn government was providing an in-kind contribution to Hillary's fundraiser.

It absolutely is an in-kind contribution. She didn't have to hire a valet parking service like she had for that fundraiser for her millionaire friend. Feed the children.....to the millionaire.
